Stephen is a recent President of the Chartered Institute of Environmental Health. He is an Associate of the WHO Collaborating Centre for Housing Standards and Health at Warwick University and at Warwick he has undertaken research into housing standards and use of the law. As part of this work he was a member of the team that developed the Housing Health and Safety Rating System (HHSRS) now the basis of interventions under the Housing Act 2004 and he also led on the development of the training package used prior to implementation of the Housing Act 2004 (and still in use).
Stephen is also a visiting Senior Research Fellow at the Robens Centre for Public and Environmental Health, University of Surrey where his research interests include public health implications of rodent infestations. Until December 2010 he also chaired the CIEH National Pest Advisory Panel (of which he is still a member). He is a member of the Environmental Regulatory Research Group in the Law School at Surrey. He has also been an adviser to the European Regional Office of the World Health Organization.
He also works as an independent Environmental Health and Housing Consultant and clients include local authorities, businesses, housing providers, and other agencies. He is contributing editor of Croner’s Environmental Management and is the current editor of Clay’s Handbook of Environmental Health.
